BREAKING: By Tuesday morning, Netanyahu was already walking back on the plan, including a clause that says Israel will not occupy Gaza and its military will withdraw completely. He said the army “will remain in most of Gaza”.
Trump, Netanyahu present new plan as an ultimatum to Hamas
Donald Trump and Benjamin Netanyahu, the Israeli prime minister, have delivered an ultimatum to Hamas, warning the resistance group to accept their 20-point peace plan for Gaza or face the consequences.
Hamas had clearly not been consulted, but both Trump and Netanyahu made clear that they were not offering Hamas a choice in the matter. If the group refused, Trump told reporters, “Israel would have my full backing to finish the job of destroying the threat of Hamas.

Palestinians react to Trump’s Gaza plan
“We will not accept any proposal that does not include the right of the Palestinian people to self-determination and protection from massacres,” Hamas leader Mahmoud Mardawi declared.
Other senior resistance leaders said, “It is a formula to continue the aggression against the Palestinian people…we consider the US-Israeli announcement a recipe for igniting the region,” and “The only way to end the genocide is to stop Israel’s attacks, lift the blockade, end the systematic extermination, and guarantee Palestinians’ right to live in freedom and establish an independent state.”
Everyday Gazans also rejected the plan: “It’s drafted with conditions that the US and Israel know Hamas will never accept. For us, that means the war and the suffering will continue,” and “This is all manipulation. What does it mean to hand over all the prisoners without official guarantees to end the war?”

What’s in Trump’s 20-point peace plan for Gaza?
(Abridged from the Guardian) Assuming both sides agree to a detailed list of conditions, all Israeli hostages, both dead and alive, would be released “within 72 hours” of Israel publicly accepting the deal; in return, Israel would release close to 2,000 Palestinian prisoners.
Amnesty will be granted to members of Hamas who agree to peaceful co-existence and to decommission their weapons. Hamas will not be permitted any role, “directly or indirectly”, in the future governance of the territory.
Those who wish to leave Gaza will be given safe passage to countries who have agreed to receive them, and whoever leaves will be permitted to return. No one will be forced to leave. Israel will not occupy or annex the territory.
“Full aid” is to be sent to Gaza “without interference.”
Gaza’s governance would be passed to a temporary “technocratic and apolitical Palestinian committee”, supervised by an international “Board of Peace.” Trump said, “To ensure the success of this effort, my plan calls for a new international oversight body – the Board of Peace – which will be headed, not at my request … by a gentleman known as President Donald J Trump of the United States.”
The “Trump economic development plan” would see to it that Gaza is “redeveloped for the benefit of the people of Gaza, who have suffered more than enough.”
An “interfaith dialogue process” will be set up to promote “the values of tolerance and peaceful coexistence,” which will aim to “change mindsets and narratives of Palestinians and Israelis.”
After everything else is successfully completed, “the conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood, which we recognize as the aspiration of the Palestinian people” (read the full article here; read the full text of the 20-point plan here).

Tens of thousands of displaced Gazans “sleeping in the streets”
The United Nations Relief and Works Agency (UNRWA) warned Monday that conditions are rapidly deteriorating, with famine expanding and displacement zones in southern Gaza reaching extreme levels of overcrowding. A spokesperson stated that “around 70,000 people are crammed into every square kilometer” in the southern areas where Israel has ordered civilians to flee.
“There is no space to pitch even a single tent,” he said, adding that tens of thousands of families are now sleeping in the streets without shelter. “Famine has moved with the displaced from Gaza City into central and southern Gaza.”

Israel military attacks civilians gathering firewood
Israel has reportedly used weaponized drones, artillery shelling, and live gunfire against people gathering firewood, especially in northern Middle Gaza. Between 1 August and 23 September, the Office recorded 14 such attacks, which killed 21 Palestinians, including at least 1 child.
Israel has completely blocked the entry of cooking gas since 2 March 2025, forcing people to rely on wood, mostly derived from flammable debris from destroyed buildings and broken furniture, as the only available source of fuel for cooking.
Under international humanitarian law, Israel is obliged to distinguish at all times between civilians and combatants and to refrain from directing attacks against civilians. In situations of doubt, individuals must be presumed to be civilians. The strikes, as well as the use of live ammunition against Palestinians collecting firewood, appear to amount to attacks directed at civilians, demonstrably not directly participating in hostilities, and also suggest a policy of preventing Palestinians from accessing the necessities of life.

GAZA HEALTH MINISTRY SAYS HUNDREDS OF MEDICS IN ISRAELI JAILS: At least 361 medical personnel are currently detained in Israeli prisons, Gaza’s Health Ministry says in a statement, adding that they had been “forcibly disappeared in detention centers, and the occupation prevents human rights organizations from monitoring their conditions”. The little information available on their health suggests they are enduring “catastrophic conditions” and “abuse”, it added.

International aid flotilla update
A group of activists joined the Global Sumud Flotilla from the Mediterranean on Monday, and two more boats are joining from the Greek Cypriot Administration and Turkiye. The biggest ship of the flotilla will set sail on Tuesday with 100 on board, according to Tony La Piccirella, an Italian activist aboard one of the roughly 50 ships.
He said in addition to Italian and Spanish navy vessels that provide protection for the flotilla, three more countries are considering sending more military vessels, without revealing the names of these countries.
The Global Sumud Flotilla, made up of about 50 ships, set sail earlier this month to break Israel’s blockade on Gaza and deliver humanitarian aid, particularly medical supplies, to the war-ravaged enclave.

Israel threatens to seize Gaza aid flotilla
According to the official Israeli channel Kan, “Israel is preparing to confront a maritime flotilla called the Global Sumud Flotilla and take control of it, as it is expected to reach Gaza’s shores within four days, coinciding with the Jewish Yom Kippur holiday (from Wednesday to Thursday).”
It also reported that Israel’s naval commando unit, Shayetet 13, had conducted field training in recent days “to take control of the ships at sea”, claiming that the drills aimed at “reducing harm to participants”.
The channel further claimed that “in recent days, Israel contacted the flotilla organizers, offering to transfer humanitarian aid through the port of Ashkelon, Cyprus, or even via the Vatican, but the organizers rejected the proposal, which Tel Aviv considers a deliberate provocation.”

- At least 67,144 Palestinians killed, 178,536 injured – including:
- at least 66,097 killed in Gaza (~20,000 children)

At least 2,576 Palestinians have been killed while trying to access aid parcels from the Gaza Humanitarian Foundation, which started operating on May 26, 2025.
Since the Israeli army unilaterally broke the January ceasefire on March 18, 2025, it has killed at least 13,229 people. 65 Israeli soldiers (most recent Sept. 28) have been killed during the same time period.
*NOTE: Thousands of those killed in Gaza have yet to be identified, and an estimated 14,000 more are still buried under rubble. Additionally, the numbers of injured and starved are very conservative estimates.
Reported Israeli death toll from October 7, 2023 – September 29, 2025: ~1,658 – including ~1,139 on October 7, 2023 (~36 children), 466 military forces since the ground invasion began in Gaza, about 52 military and civilians in the West Bank, East Jerusalem, and Israel.
By one count, Israeli attacks have killed approximately 269 Palestinian journalists and media workers; Palestinians have killed 4 Israeli journalists (other groups have tallied between 203 and 322 Palestinian journalists killed – depending on the criteria used).
