Israeli Policies Fast‑Track Annexation of Palestinian Land

A new report by the Palestinian Center for Israeli Studies “Madar” warns that Israel is accelerating de‑facto annexation of large parts of the occupied West Bank through an integrated system of planning restrictions, demolition operations, colonial expansion, and restructuring of the so‑called “Civil Administration.”

The study, prepared by researcher Abdel Qader Badawi, concludes that Israeli measures in Area C—which makes up about 60% of the West Bank—are no longer isolated actions but components of a unified strategy designed to impose permanent facts on the ground and undermine Palestinian presence.

Demolition as a Central Policy Tool

According to Madar, demolition has shifted from a punitive measure to a core pillar of Israeli policy. Palestinians are systematically denied structural plans that meet natural population growth, rendering nearly all new construction “unlicensed” and subject to demolition.

Meanwhile, colonies and illegal colonial outposts receive fast‑track approval, funding, and legal cover for expansion.

Between 2009 and 2020, Israeli authorities granted Palestinians in Area C permits for only 66 housing units, compared to more than 22,000 units approved for colonies during the same period. Palestinian permits dropped to zero in 2020.

Record Demolition Rates Under the Current Government

The report documents a sharp rise in demolitions under the current Israeli government. Average annual demolitions increased from 537 Palestinian structures (2010–2022) to 966 structures (2023–2025). Israel demolished 2,461 Palestinian structures in 2024 and 2025 alone.

Madar notes a significant expansion of the apparatus responsible for demolition, including increased budgets for the Civil Administration’s inspection unit, funding for colonial “land patrols,” and new units using artificial intelligence to monitor Palestinian land use.

Smotrich Restructures Occupation Governance

The report situates these developments within institutional changes led by Israeli Finance Minister and additional Defense Minister Bezalel Smotrich, who transferred broad powers over land, planning, and colonization from the military to civilian bodies inside the Ministry of Defense.

Smotrich described the move as changing the “DNA” of the occupation system, effectively deepening direct Israeli civilian control over the occupied territory while maintaining military protection.

Colonial Farms: Maximum Land Control, Minimal Colonizers

Madar highlights the rapid spread of colonial farms as a key tool for land seizure. Between 2023 and 2025, Israel established 185 new colonial outposts, including 130 grazing farms that collectively control more than one million dunams—around 18% of the West Bank.

These farms expand through grazing, road construction, blocking Palestinian access to pastures and springs, and direct assaults by illegal paramilitary colonizers.

Since the formation of the current government, Israel has built at least 223 kilometers of new colonial roads to link outposts and expand territorial control, often before completing any “legalization” procedures.

Colonizer Violence Driving Forced Displacement

The report stresses that colonizer violence has become a primary mechanism for forcibly displacing Palestinian communities. Between 2023 and 2025, 118 Palestinian herding communities were evacuated.

UN data shows 122 communities were fully or partially displaced from early 2023 to mid‑July 2026, with more than 6,200 Palestinians uprooted—over 2,300 of them in the current year.

The targeting extends beyond homes: 71% of structures demolished in Area C since early 2026 were agricultural, economic, or related to water and sanitation.

Meanwhile, 84 schools in Area C and East Jerusalem face demolition or closure orders, affecting around 13,000 students.

Al‑Walaja: A Case Study

The village of Al‑Walaja, southwest of Jerusalem, exemplifies these policies. Around 3,800 Palestinians live without an approved structural plan despite years of effort.

Surrounding colonies continue to expand with thousands of new units, while residents face continuous demolition orders driven by colonial organizations such as Regavim, which pressures Israeli authorities to intensify demolitions.

Madar concludes that Israeli actions in Area C constitute a comprehensive annexation strategy combining planning restrictions, demolition, colonial expansion, colonial farms, colonizer violence, and institutional restructuring.

Together, these measures aim to impose irreversible realities on the ground and accelerate the path toward de‑facto annexation of vast areas of the occupied West Bank.

All of Israel’s colonies in the occupied West Bank, including those in and around occupied East Jerusalem, are illegal under International Law, the Fourth Geneva Convention in addition to various United Nations and Security Council resolutions. They also constitute war crimes under International Law.

Article 33 of the Fourth Geneva Convention prohibits collective punishment and acts of terror against civilian populations.

Article 49 of the Fourth Geneva Convention states: “The Occupying Power shall not deport or transfer parts of its own civilian population into the territory it occupies.” It also prohibits the “individual or mass forcible transfers, as well as deportations of protected persons from occupied territory”.

Articles 53 and 147, prohibit the destruction of civilian property and classify pillage as a war crime.
